Hello Neighbor,
We, the Co-chairs of the Mount Vernon Council of Citizens’ Associations (MVCCA), would like to take a brief moment of your time to thank you for your participation in 2011, and to invite you to renew your membership in the MVCCA in 2012.
This year, your community representatives attended committee meetings and debated and voted on resolutions involving many diverse issues within our community. These resolutions addressed the Fairfax County taxes and budget, health services funding, the County Schools budget, affordable housing, cell towers and alternative to cell towers, several proposed development activities within our community, and critical transportation issues such as congestion on Richmond Highway (BRAC and non-BRAC related). Also, our Special Committee for Long Range Strategic Planning (SCLRSP) continued to visit member associations to formulate a long-term vision for The Council. If your association has not had a visit from the SCLRSP there is still time if you sign up soon to enable members of your community to express their views for the desired future of the Mount Vernon District.
If your community was not represented on the MVCCA committees, then you are not taking advantage of the loudest voice you have available to you. Our meetings feature representatives from all areas of the public and private community, the Board of Supervisors and occasionally local and State Senators and Congressman. That makes us an excellent shortcut up the bureaucratic ladder. The MVCCA is well regarded throughout the County as a model of citizen participation in local government, and the well thought out positions taken by the MVCCA often serve to lead the way in formulating County policies. As a reminder, your community is entitled to representation on all MVCCA standing committees (and of course a vote at the monthly General Council meeting).

Membership in the Council runs through the end of December each year. All membership renewals and new members must complete a membership application and submit the application WITH payment to the Treasurer. The Treasurer can accept applications and payments at the General Council meeting or by mail to PO Box 203, Mount Vernon, VA 22121. If you have read the dues notice and have additional questions, please contact the Treasurer.
Please do not mail the membership application and payment separately! They should be received by December 31.
Each member association is encouraged to designate a person to be the representative to each of the standing committees: Budget & Finance, Consumer Affairs, Education, Environment & Recreation, Health & Human Services, Planning & Zoning, Public Safety, and Transportation. Only representatives from member associations have a right to speak at meetings and only members can vote. At the discretion of the presiding Chair, non-members might be allowed to speak.

ARTICLE III MEMBER ASSOCIATIONS
1. The MVCCA shall have one class of members that shall consist of citizens associations. For the purpose of membership eligibility, the term citizens association shall include a civic association, a community association, a property owners association, a homeowners association, and a condominium unit owners association. Every citizens association in the Mount Vernon Magisterial District of Fairfax County, Virginia shall be eligible for membership, provided that the association is organized and operated for nonpartisan civic activity and no substantial part of its objective shall be for the promotion of commercial enterprise. A member association must represent at least ten housing units.
2. Any eligible citizens association applying for membership in the MVCCA shall become a member association upon the favorable majority vote of member associations represented and voting at a regular meeting of the MVCCA General Council at which a quorum is present and upon payment of dues. An application for membership shall be submitted with the payment of dues to the MVCCA Treasurer. The MVCCA Board of Directors shall review the application and forward it to the General Council for approval.
3. Each member association shall have one vote in the MVCCA General Council and in all MVCCA Standing Committees, which shall be exercised by the member associations authorized representatives to the MVCCA General Council or respective Committees. Absentee voting and voting by mail shall not be permitted. Article XI sets forth the rules for voting in MVCCA Committees.
